Even NEP implemented in the highest rank of 10 riches Forbes Malaysia only 1 Malay, 1 Indian out of 10 which dominated by Chinese.
This is the power of inheritance and old generation before NEP. What if NEP does not exist? Will we Bumiputera live as the local here? Or else NEP will be misunderstood forever by Malaysians and today racial hostility will still existed.

Harga minyak dunia Harga minyak dunia kini semakin stabil dan meningkat semula. Kejatuhan harga minyak dunia baru-baru ini disebabkan oleh kemunculan teknologi Shale Oil yg semakin besar di USA telah mengubah harga minyak di seluruh dunia dgn menyebabkan penghasilan minyak yang banyak dalam pasaran. OPEC salah satu badan pengeluar minyak besar dunia tidak mahu mengaku kalah dan mengekalkan output production minyak mereka tinggi untuk memastikan market share mereka tidak kalah kepada USA. Situasi ini mungkin menguntungkan rakyat diseluruh dunia yang di tindas oleh sistem kapitalis yg sedia ada kerana mereka dapat mengurangkan perbelanjaan harian untuk minyak kenderaan. Malaysia bukanlah negara OPEC. Dulu kita menjadi pengeksport tetapi kecil-kecilan sahaja tidak setaraf negara-negara OPEC, namun begitu minyak kita antara yang berkualiti di dunia dan rendah sulfur yang menjadikan minyak mahal kerana mudah diproses.
Kini, kita menjadi net importer kerana minyak kita semakin sikit dan tidak dapat menampung populasi Malaysia yang kian bertambah. Disebabkan pergelutan antara dunia pemegang minyak dunia ini, pasaran minyak tidak stabil dan impak negatif dapat dilihat kepada syarikat minyak kecil-kecilan seperti Malaysia.
Kos operasi di darat jauh lebih murah berbanding di laut. Ada sumber mengatakan di Arab (penyumbang OPEC paling besar) kos operasi per tong minyak hanyalah $6USD (rujuk The Economist) sahaja padahal di Malaysia $60-70USD dan ke bawah bermaksud kerugian bagi kita kerana tidak dapat menampung kos operasi. Ini telah menyebabkan perspektif pelabur terhadap Malaysia semakin kurang kerana mereka masih percaya minyak adalah sumber yang menjana ekonomi kita walhal kita sudah mengurangkan kebergantungan kita kepada 21% sahaja daripada minyak.
Kilang pemprosesan minyak Malaysia Ramai yang berkata bahawa kita jual semua minyak kita, walhal PETRONAS sebenarnya tidak menjual kesemuanya. Ada yang diproses untuk kegunaan rakyat kita sendiri. Sebagai contoh minyak di pantai timur di supply oleh Penapisan Terengganu dan di pantai barat pula Penapisan Melaka. Di pantai barat terdapat lebih banyak kilang pemprosesan ataupun dipanggil refinery selain daripada PETRONAS seperti Shell dll. Hakikatnya kemungkinan besar di pantai timur hanyalah rebranding minyak yg sedia ada drpd PETRONAS utk kesemua stesen yg sedia ada kerana kekangan kos penghantaran dan lain-lain.
Setiap refinery mempunyai spesifikasi petroleum tersendiri untuk memproses minyak. Minyak daripada Arab, Gulf Mexico, Malaysia, USA etc mempunyai komposisi yang berlainan maka bukanlah mudah untuk memproses petroleum ini untuk menjadi petrol, diesel dan lain-lain. Kesemua refineries ini menampung demand dari seluruh Malaysia termasuklah Sabah dan Sarawak.
Mereka tiada refinery tersendiri. Contohnya pantai timur tidak cukup minyak, pantai barat akan top up dan seterusnya. Jadi mereka akan menggunakan kapal untuk menghantar minyak ke lokasi-lokasi tersebut. Baru-baru ini tanker minyak kita telah dihijack yang mengandungi RON95. Ini adalah antara risiko penghantaran minyak yang terpaksa dihadapi.
Automatic Pricing Mechanism (APM) dan Means of Platt’s Singapore Harga minyak di stesen minyak negara kita menggunakan sistem APM untuk menetapkan harga sejak tahun 1983. Bukan PETRONAS yg menetapkan harga petrol dan diesel di Malaysia. Ini adalah bagaimana harga minyak di Malaysia ditetapkan. Harga minyak yang telah diproses di rantau ini menggunakan harga daripada Means of Platt’s Singapore. Mereka merupakan benchmark harga untuk minyak yang telah diproses utk Malaysia. Harga minyak yg belum diproses ataupun dipanggil Petroleum yang boleh di access di internet adalah harga SEBELUM diproses.
Harga MOPS adalah SELEPAS dimasukkan kos pemprosesan. MOPS hanyalah diberi kepada mereka yang membeli data tersebut daripada Platt.
Data ini tidak mudah untuk di berikan kepada rakyat biasa yang bukanlah traders. Baiklah, jelas dengan MOPS, mari kita lihat bagaimanakah APM dikira? Berdasarkan artikel 5.15 di atas, j umlah kos yang ditambah kepada MOPS ialah 32 sen. Ini adalah formula bagaimana harga minyak di kira.
MOPS + alpha + kos operasi + margin syarikat minyak + pengusaha stesen = harga minyak APM Persoalan, dimanakah cukai jualan dan subsidi di dalam APM? Kita teruskan dahulu dengan penerangan selanjutnya. Untuk pengetahuan umum, harga yang diselaraskan oleh kerajaan bulanan adalah harga average sepanjang bulan sebelumnya. Harga MOPS setiap hari berubah-ubah, ada tinggi ada rendah mengikut harga pasaran minyak dunia dan kos pemprosesan. Harga MOPS diberi dalam USD, maka sekiranya Ringgit Malaysia semakin lemah maka semakin tinggi harga MOPS apabila di tukar kepada RM. Faktor foreign exchange juga penting dalam memastikan harga minyak masih dalam keadaaan terkawal. Berikut adalah data yang saya peroleh daripada seorang trader dengan kebenarannya.

Harga pasaran stesen minyak Julai 2015, RON95: NAIK – RM2.05 kepada RM2.15 Diesel: KEKAL – RM2.05 Berdasarkan kedua-dua table tersebut harga pasaran untuk Jun 2015 ialah RM2.05 berbanding APM yang lebih tinggi. Di sini datangnya subsidi daripada kerajaan. Ini adalah keadilan sistem ini kepada kerajaan mahupun rakyat. Sekiranya harga APM lebih rendah daripada harga jualan di stesen, kerajaan akan kena kan cukai jualan kepada syarikat dan pengusaha stesen setinggi 58.62 sen untuk petrol dan 40sen untuk diesel.
Cukai ini sepatutnya digunakan semula kepada rakyat secara ideal nya walaupun mungkin ada penyalahgunaan dan ketirisan. Namun begitu, trend harga semakin meningkat dan dalam beberapa bulan ini dan Julai 2015 juga, saya pasti kerajaan masih mensubsidi sebanyak 10-30sen untuk harga sedia ada sekiranya MOPS meningkat atau RM masih tidak stabil. Graph 1: June 2015 RON95 and Diesel Price plot against MYR and USD Berdasarkan analysis trader ini, anda dapat lihat forex exchange memberikan impak kepada harga minyak kita dan harga APM yang disubsidi kerajaan dalam bulan Jun untuk petrol RON95 adalah sehingga 34 sen sehari untuk mengekalkan harga di stesen minyak pada RM2.05. Patutlah pengusaha stesen minyak yang kaya raya senyap tidak memberontak berlainan pada masa di awal tahun kerana di tax dalam masa yang singkat tapi kini disubsidi kerajaan. Melenting mereka dan Rafizi pula dengan gahnya mengatakan kerajaan menyorok kan cukai jualan tersebut pada awal tahun dahulu. Ya, setuju dengan statement “menyorokkan cukai” sebab lebih mudah menggunakan statement tersebut daripada menerangkan mekanisma harga minyak dengan jelas. Walupun begitu, pada masa itu juga dengan kejatuhan ringgit dan tidak stabil bg saya, cukai tersebut digunakan semula untuk subsidi minyak di bulan seterusnya, jadi net, tetap subsidi lebih banyak sehingga kini.
Tindakan kerajaan hanya menaikkan 10 sen sahaja utk kali ini atas kerana atas dasar untuk memastikan musim perayaan ini harga masih kurang daripada harga APM sebenarnya yang ternyata lebih tinggi. Ogos 2015 dan seterusnya akan ada penambahan yang berkala sebanyak 10 sen dan seterusnya sekiranya MOPS meningkat dan RM masih lemah. Diesel juga dikekalkan kerana sememangnya harga diesel tidak meningkat. Kos bas dan pengangkutan lain tidak sepatutnya meningkat. Namun begitu para peniaga akan mengambil kesempatan juga di musim perayaan. Inilah kelemahan pelaksanaan dan kawalan oleh kerajaan.

This is what happen to Greece.
Why debt occur and increase by day? The answer is interest. When the income of the nation is deficit and unable to pay the interest with the debt owe at that current moment, the debt will be increase. Where does this interest come from?

The media elevate the issue without clear information and mislead people to see that the external debt is worst and Malaysia will bankrupt soon. You would like to see our nation bankrupt? Seriously, I find this intolerable statement. Childish, and public are so gullible to media.
Even Fitch trust Malaysia more with A- rating boosting up our economy releasing us from bad words and speculation. I just put Singapore for comparison of the so called huge external debt. Nevertheless, Singapore economy is strong unlike us and it is undeniable. So just based on this figures, provided and viral by these media, exaggerated, what can you understand? OMG Singapore is more debt than us and the debt to GDP ratio 101.10% vs Malaysia 52.94%. This is outrageous, the data lies.
No, this is not true. Malaysia is suck than Singapore. (Comments by the kiasu people just so you know). 197.31% debt to GDP. So by this logic, Singapore will bankrupt sooner than us? Wow, malaysians aren’t you happy. Our neighbor is going to bankrupt.

I believe our nation will resolve this issues if we can juggle better in handling our fiscal deficit. Btw, the same question will arise why we need GST, BR1M, help other countries and etc when we ourselves have quite “bad” condition. The symptoms towards bankruptcy is there the media say. Here my opinion on that, 1. GST – raw material like fish etc not imposed with GST yet transportation, supply chain, packaging, processing, etc is imposed with GST yet, claimable by manufacturer and business maker.
The problem is the lack of enforcement, weak regulation and business owner thick headed want their profit margin always high. GST lead to reduction of income tax, corporate tax, higher BR1M given to lower income. Find cash transfer conditional and unconditional. Encourage by IMF, World Bank because it helps directly to poor people. Petrol price is using MOPS price at Singapore. Our area use their refined price as benchmark.
The oil price had plummeted down last year and early years it had increase and back on track. With subsidy rationalization, the price will increase. Still it is fair to the poor. How poor is us compare to the poor who use lesser fuel and enjoy lesser subsidy and save more money for food. That how BR1M materialised as cash transfer.
Instead of giving the lavish higher income group who love travelling high cc cars using fuel without care to save, subsidy rationalization is indeed more sustainable. And again the business owner reap profits yet never reduce price when lower price of fuel? Ridiculous isn’t it. One lorry bringing 1000 can of milo with 100L of fuel usage to transport. Increment 10 cents thus rm10 increase for fuel yet they increase a can of milo by 20-30 cents or even higher. Is it acceptable? Again weak enforcement and regulation.
Even I disagree with helping others as our own problem inside is not yet solve. Small help is good to maintain diplomatic relationship. Even now, our geopolitical issues are quite bad with recent aviation disasters etc. Still we need to manage our own issue first.
This government looks weak with many issues arise. Either too much interference with internal and external conflict or too many incompetent and soft people up there. Yet, I am still unable to trust the opposition to take the helm with instability, out of focus, unplanned and only knows to bark. Their mission to topple down the gov then what is the next plan? Unity is one of the issue. Last GE must be blessing in disguise, or else Malaysia would be really unstable with the current issue if they managed to win.
Not matured enough to lead. Clean up all the old legacies up there who had been so comfortable with the seat. All got nepotisme, etc who only knows to play politics. Replace them with brains, professionals, not politically motivated but business driver and citizen consciousness. Vote for change, vote for right and good people, not parties. Sudah lama saya tidak menulis krn kekangan masa. Sekadar perkongsian saya oleh salah seorang penulis yg kritikal iaitu Mat Rodi berkenaan Pakatan Rakyat. Baca habis-habisan dgn hati yg tenang dahulu sebelum melatah.
PAKATAN RAKYAT Kita sering diberitahu bahawa perbezaan ideologi di antara PAS, PKR dan DAP tidak menjadi masalah di dalam Pakatan Rakyat. Kononnya, prinsip ‘bersetuju untuk tidak bersetuju’ adalah mencukupi untuk memastikan kelangsungan dan keberkesanan pakatan tersebut dalam mengurus tadbir kerajaan.
Disebabkan itu jugalah tidak ada keperluan untuk mendaftarkan pakatan tersebut sebagai entiti yang sah dan rasmi. Ini sahaja menunjukkan keangkuhan pakatan ini kerana mereka merasakan pengundi boleh menerima konsep ‘bersetuju untuk tidak bersetuju’ dan berterusan menyokong entiti yang hanya mempunyai sebuah buku jingga tetapi tanpa logo, bendera, objektif dan matlamat yang selari.
Bagi mereka, cukuplah jika Barisan Nasional ditumbangkan dan apa yang terjadi selepas itu, hanya masa menentukan segalanya. Situasi ini jika dianalogikan umpama sepasang kekasih yang mahu hidup bersama tetapi enggan berkahwin. Apabila kedua ibu bapa kekasih itu bertanya mengenai komitmen mereka, kekasih tersebut sekadar berkata ‘kami mencintai satu sama lain, tidak perlu satu ikatan yang sah.’ Ini belum lagi ditanya berkenaan dengan perancangan hidup pasangan ini.

Jika kegagalan merancang alam perkahwinan hanya melibatkan sebilangan kecil ahli keluarga, kegagalan merancang hala tuju sesebuah pakatan selepas pilihanraya melibatkan nasib 30 juta rakyat. Pentaksub Pakatan Rakyat boleh berkata apa sahaja untuk mencari alasan menutupi keengganan ini. Mereka akan cuba memberitahu kepada semua bahawa ini tidak lain tidak bukan adalah permainan media kerajaan. Lebih bijak, mereka akan cuba berselindung di sebalik nama ‘demokrasi’ dengan mendabik dada bahawa apa yang berlaku adalah satu situasi demokrasi yang sihat. Tetapi hakikatnya konsep ‘setuju untuk tidak bersetuju’ telah menyebabkan PKR menimbulkan ketidakstabilan politik di Selangor bertahun lamanya ekoran percaturan Langkah Kajang. Disebabkan bersetuju untuk melakukan perkara-perkara yang tidak mungkin dipersetujui oleh rakan kongsi, PAS telah meneruskan agenda hududnya di Kelantan.
Bolehkan sesebuah dasar agama yang berkaitan dengan hidup mati orang ramai dilakukan tanpa persetujuan bersama? DAP juga telah dengan angkuhnya mengumumkan barisan kabinet alternatif yang hanya terdiri di kalangan mereka. Kita tidak boleh membayangkan apakah yang terjadi kepada negara yang berbilang bangsa ini diperintah oleh sesebuah kaum sahaja.
Ketiga-tiga parti ini tampaknya hanya boleh diikat melalui seorang bekas Timbalan Perdana Menteri Malaysia. Apabila dianya telah melakukan jenayah dan dipenjarakan, hanya ahli keluarga beliau yang boleh menerajui pakatan tersebut. Adakah ini bermakna, sekiranya pakatan ini membentuk kerajaan persekutuan, jawatan Perdana Menteri hanyalah milik keluarga tersebut? Dan kita kononnya bercakap mengenai menentang nepotisme dan kronisme. Pakatan Rakyat adalah ironi seperti apa yang diperkatakan. Sudahlah mereka tidak berpakat, mereka juga boleh berterusan bergaduh dan berpolitik demi agenda diri masing-masing. Ini bukanlah sebuah pakatan dan tentu sekali bukan untuk rakyat.
MatRodi” Saya suka penulisan Mat Rodi. Dan artikel kali ini mmg kena tepat kpd golongan TAKSUB Pakatan Rakyat yg suka melabel org lain macai walhal kita cuba berfikir dgn rasional utk kebaikan kita. Siapa shj yg suka regime BN yg semakin tidak relevan dgn statement yg kurang cerdik menteri kabinet Najib dan kini Malaysia semakin lemah dr segi politik dan ekonomi. Kalau diberi mandat kpd PR yg sedia ada uon tidak tentu kita akn dpt kebaikan dgn global ekonomi tidak menentu dan konflik dalaman yg sgt rumit. Sudahkah mereka bersedia utk menjadi kerajaan?
Itu persoalannya. Bukan mudah mcm tukar baju, tukar seluar nmpk kacak cantik bergaya dr segi pemerintahan sesebuah negara. Mungkin itulah hikmahnya Tuhan tidak memberi masa dan kuasa terlalu awal kpd PR yg masih bergolak sehingga sekarang utk muhasabah diri dan cari jalan penyelesaian utk menjadi kerajaan yg lebih stabil di kemudian hari. Justeru kita sepatutnya menilai perwakilan yg bagus dan mengundi mereka yg bekerja dan bagus. Janganlah kita prejudis krn ingin sesuatu parti sokongan kita menang walhal wakil yg bertanding itu lebih berakal dan baik kerjanya. Dgn usaha ini, barulah kita dpt melahirkan ahli politik yg cerdik akalnya dan bekerja utk rakyat bukannya kaki putar alam, dan gila kuasa. Sila baca penulisan Mat Rodi yg lain yg menarik dan kritikal di web beliau, dan buku beliau Saring Sebelum Mereng.
Saya pun masih belum berkesempatan membeli dan membaca buku beliau. Saya pasti buku tersebut tidak akn mengecewakan para pembaca. Rujukan: MatRodi (Facebook). Kelakar krn yg sensitif tentang bahasa ini mestilah org Melayu. Chinese dan Indians dll apabila saya perhatikan smbil berjalan tepi jalan dgn anak kecil itupun berckp dlm Bahasa Inggeris utk kegunaan harian. Kalau di sekolah dulu mahupun skrg, bila berckp atau cuba praktis Bahasa Inggeris mesti dilabel poyo, cuba menunjuk-nunjuk dll, yg pandang sinis dan mengherdik ini Melayu. Mungkin sbb itu saya lebih selesa guna Bahasa Inggeris utk berkomunikasi dgn kaum lain.
Mengapa mereka boleh tp tidak boleh pula kita org Melayu utk menerima Bahasa Inggeris? Sains Matematik dalam Bahasa Inggeris turut dipertikai walaupun Bahasa Inggeris adalah bahasa ilmu dan penggunaan meluas di pentas dunia. Berbalik kepada isu perkauman, adakah bahasa sebenarnya tidak penting tetapi kewujudan sekolah vernakular yg mesti dihapuskan supaya dr kecil tidak dididik berpecah belah dan membenci bangsa lain di institusi pendidikan kaum tersendiri? Kalau bab ekonomi pantas kita rujuk jiran Singapore supaya lebih kukuh hujah utk membanding bandingkan negara kita.
Kenapa tidak dirujuk utk pembangunan sosial dan pembelajaran? Kita telah berpecah belah sejak negara ini dibina dan masih tiada mekanisma yg betul-betul berjaya utk merapatkan benteng perkauman antara kita seperti mana Indonesia dan Singapore supaya berbangga sbg seorg warga Malaysia, bukan sebagai satu-satu kaum di sini. Adakah kita mampu mencapai impian supaya terhasilnya Bangsa Malaysia? Sehingga skrg jarang jumpa warga tua yg tidak racist. Sori yg muda ada juga. Mungkin saya yg “sceptical” kpd bangsa Melayu kita?
Kalau kahwin campur baru hilang sifat kemelayuan itu agaknya. Bukanlah saya memandang enteng kpd bahasa Melayu. Bahasa Melayu adalah bahasa ibunda saya juga dan tempat ini asalnya Tanah Melayu. Malu juga jika jd wakil rakyat tidak dpt berbahasa Melayu dgn sempurna krn itu adalah bahasa rasmi kita. Apa yg saya ingin utarakan adalah kepentingan Bahasa inggeris sbg bahasa ilmu, anda boleh kekalkn bahasa Melayu sbg bahasa rasmi. Mungkin persoalan timbul, negara Jepun, Jerman dll boleh berkeras menggunakan bahasa mereka utk menuntut ilmu mengapa tidak kita?
Bg saya, ini adalah persoalan yg sgt kolot. Bahasa Inggeris sbg bahasa ilmu adalah lebih praktikal dgn lebih nilai kpd diri kita utk bersaing dlm industri global. Adakah kita negara yg penuh ilmu dan kajian-kajian yg sgt bernilai utk org luar meneliti dan contohi? Kita tiada pengaruh yg besar sbg gedung ilmu jd bolehkah kita berbangga dan berkeras supaya bahasa kita menjadi bahasa ilmu? Sekadar peringatan, utk Ultras Melayu, terapkan Bahasa Inggeris juga kpd anak-anak kamu dr kecil demi masa depan mereka, bukan krn benci bahasa itu sbg bahasa penjajah tetapi demi ilmu yg meluas.
Adalah sgt tidak relevan utk menolak Bahasa Inggeris kerana tidak mahu mempelajarinya, lemah, merosakkn bahasa ibunda dan pelbagai lg alasan. Usahlah masih berfikiran kolot dan sombong.
Bg saya kedua dua bahasa ini penting. Bahasa Melayu sbg bahasa pengantar utama, identiti sbg rakyat Malaysia seperti mana Indonesia dan Bahasa Indonesia (Asalnya dr rumpun yg sama) dan Bahasa Inggeris sbg bahasa wajib dipelajari oleh rakyat kita terutamanya org Melayu. Tidak mustahil juga jika kita mengambil usaha Singapore yg menjadikan Bahasa Inggeris sbg bahasa rasmi yg mempunyai nilai komersial dan industri yg jauh lebih tinggi dr Bahasa Melayu. Mereka dpt menyatukan kaum di sana tanpa memihak kpd satu-satu kaum dgn bahasa mereka atau benarkan mereka belajar di sekolah vernakular.
Pembangunan sosial yg efektif dan mempunyai nilai tinggi di masa hadapan. Langkah yg bijak. Dear my fellow Sarawakians and Sabahan, The purpose of I am writing here is to bring back our sense on the relevancy of should Sarawak royalty increase up to 20% and if Sabah follow the same demand with Sarawak. The current issue as being fight by Sarawakian politician – example Sarawak DAP chief as to raise 20% of royalty given to the state government and bar PETRONAS execs from entering Sarawak is quite ridiculous and just to gain attention as political weapon to incite hatred and getting support from raging communities. I hope you can read up until end and I will try to make it easier to understand with facts and figures.


Current Sarawak & Sabah Royalty with Special Privilege of Mineral Oil Export Duty – 10% First let have a look on the current royalty that Sabah & Sarawak entitled with. According to the 10th Schedule of Constitution of Malaysia 1957, Part V The States, Sarawak and Sabah entitled with 5% of royalty and special 5% of export duties on mineral oil which is very special compared to other petroleum producing state which make the total contribution to 10%. Current Gross Domestic Product (GDP) each States Source: KDNK mengikut Negeri 2005-2013 Unit Perancang Ekonomi Malaysia I am taking a bit facts on KDNK/GDP for analytic comparison. The amount of GDP Sarawak 74.9 Millions plus with Sabah 45.8 Millions equal to approx 120 Millions which nearly equivalent to Wilayah Persekutuan GDP which not based on commodities.
The total Peninsular Malaysia GDP is approximately 787.6 Millions minus 123 Millions (include Labuan) is 664.6 Millions. This explain why Peninsular are far off with better facilities and development if based on the GDP of states contribution to federal budget. The development of peninsular are not based on OnG/commodities totally unlike Sarawak which has a lot of natural resources including logging.
Peninsular consist of trading, industrialised businesses, services etc and the facilities had been developed since the British era including Singapore which is the jewel of British in that colonization period if you want an overall comparison. For a KL size with Sabah & Sarawak size with the same fund generated can equal development given? Singapore strives without resources and follow according to the United Nation economic framework which developed by Dutch economist Dr. Albert Winsemius had become a trading and services country. Peninsular Malaysia diversified in many sectors not only commodities thus generate more income than producing states as in East Malaysia.
We must really understand the starting point is really different and the income of Peninsular vs East Malaysia is very different. To give an equal share of rapid development is quite impossible. If East Malaysia are independently manage your resources alone, I doubt East Malaysia can achieve rapid development if staying using concession contracts to shell etc. Or taking high royalty on Production Sharing Contract which will render their growth in the industry and without the current trading/facilities at Peninsular Sabah & Sarawak would not be able to provide the same income output as industrial and services state. We complement each other Peninsular and East Malaysia. We are one as Malaysia.
Production Sharing Contract (PSC) This is how a general PSC looks like. Complex isn’t it? This is just basics for PSC. Each PSC is exclusive depending on the field of production. Malaysia PSC is one of the strictest PSC in the world which later on being used by other neighboring country because it benefits the local government instead of contractors compared to concession contract. The amount of Revenue gained from production is minus by Royalty and Cost Recovery which leave the amount of Profit Share to the Contractor and State Government. Later before it is tax, the OPEX – Operational cost is minus and then taxed and minus again CAPEX – Capital cost for initial investment that spread throughout the cash flow.
That will represent the net cash flow of the field to the contractors such as PETRONAS Carigali, Shell, Exxon, Petrofac, etc. So if the royalty is increased to 25% (include the export duties) rough calculation would it be feasible for the contractors to benefit from their project in Sarawak? Growth of the oil and gas industry which was the main commodities that propelled Sarawak main GDP beside logging, minerals mining etc would be diminish. No companies would find it is attractive for them to invest in Sarawak. Cash Flow of Projects This is an example of cash flow profile.
The negative period is where the initial investment of project. As year goes by, production increased and reach breakeven (Profit) and later on declined until end of field life. The higher the cost/royalty would make the project take longer time to gain back return of investment (ROI) and with the current Oil and Gas price which suddenly drop (now stabilising) is very unexpected distrupting the cash flow of the project making it not economical to proceed. That is why small field production cannot cope/produce to make profit will be closed and abandoned. If suddenly the current royalty 20% is imposed this would greatly increased the ROI period to reach break even or enough profit for the company to invest on with he contractual period that varies from 15-25 years, contracts is very complex to handle.
Conclusion I hope I had clarify my points as given above. The royalty demand up to 20% is irrelevant. If you using slow development in Sabah & Sarawak and fund given is not enough as points to argue and discuss, we can refer back what I had already mentioned about our starting point and GDP income of each state. To suddenly change the royalty will also affect the cash flow of project and contractual benefit to the operating companies thus rendering them to invest in Sabah and Sarawak. This would greatly affect the income of Sabah and Sarawak that depends on commodities unlike Peninsular that more diversified. I will not deny that corruption of leader that is clearly seen in Sarawak – example some people had exploited most of the profit from the resources.

We are Malaysian and always be Malaysian that help each other. I love my Sabahan and Sarawakian and all other races in Malaysia. The racial and state disputes among the politicians are the one that divides us. The one who is corrupted are the politicians. They use, manipulate us in fighting to gain support in what ever point they can act with.
